Any one know what's the current market/fair price for the 1999 Silver Proof Set (9 coins), and how about 2003 State Quarters proof set (5 coins)

RedBook price for the '99 is $400 & the '03 is $20

However these are more of the price a dealer would charge and you can get them a lot cheaper on ebay or elsewhere.

When buying proof set & mint set, how important is the packaging (Certificate of Authentication & the condition of the box) - does it matter / will it affecting the price....

Certification is always good when you can get it. It adds to value if you decide to sell.
