While browsing ebay, I came across a set of two 1935 notes, in decent shape. A conservative estimate for the two, would put them both around $10,000. http://www.ebay.com/itm/1935-French...em27da9ae863Something just seems off about the listing.
- The Images provided, are clearly pictures off a computer monitor.
- The Seller has 9 Feedback, and has never sold any Coins or Paper Money before (let alone anything in this price range).
- The Sellers Description: "PLEASE READ BEFORE BIDDING !! IT WILL TAKE 24 - 29 DAYS TO RECEIVE YOUR NOTES AFTER YOU PURCHASE DUE TO MY WORK." (PayPal offers coverage for 45 days after a purchase. To me it seems like they are trying to make you wait it out)

Not the kind of item you would expect for 99cent start,.It's a private listing as well.
"Dipping" is not considered cleaning... -from PCGS website

I think he is timing the 25 to 29 days so that there will be no time to deal with a problem once the 30 day ebay time limit hits. This has trouble written all over it.

Everytime a 'suspicious' listing like this pops up on ebay, I check two things. The seller's feedback number (which is a very low '9', meaning 'be careful'), and I always check the seller's other listed items (which are t-shirts, flip-flops and other non-numismatic items). BIG warning sign. In other words ..... "Run Forrest, Run!!".

I asked him if he would wait 29 days for payment and let e know when he is ready to ship them.. we will see what he says

For new sellers, Paypal 'holds' the funds for 21 days before releasing them. After that you can withdraw them and sever the link to your bank account and Paypal is left holding the bill. There is also a 30 day hold period before you can cancel your account. Sounds like this one is aiming for the first and hoping for the second. Or maybe they're just an honest newb with a job that prevents them from getting into town to the safety deposit box more than once a month? Youse pays your dime, youse takes your chances....
On a separate but related note. Once you get up into this price range, Paypal will not necessarily reimburse you in the case of a problem as they do for lower priced items. Instead, they may ask you to produce a copy of a police report within the 10 day period allocated to an open Paypal case. This can be a tad difficult depending on your local police department. For example, with the Ottawa PD, we had to file the report then 'expedite' it by phoning several of the officers involved in the process directly to then get it 'finalized' so we could submit an Access to Information request (at a cost of $50) to get a copy of the final report that Paypal would accept. Their explanation was that they need the police report in case the seller sues them for recovering the money for you which seems reasonable. However their policy is apparently based on US rules where, I guess, you can get a free copy of the report right away if you're the one filing the report.

p.s. They also may not tell you about this police report requirement until the END of the initial 10 day period!
