I am no MPC expert, but this is what I get from the "A Consis Catalog of U.S. Military Payment Certificates" by Carlson Chambliss. It's a Series 481, issued June 20th 1951 and withdrawn on May 25 1954. There were 14,776,000 printed and the design is titled "Commerce and was engraved by Marcus Baldwin. There were 4 printings of this note with this being a first printing. Value is $5 in Fine up to $50 in CU.
