It looks like the pics on lincoln resource but I'm not sure. The tops of in god we trust all have doubling at the top. Possible md? Try and get the best pics I can.

its more than likely die damage. The coin was struck too hard and leaves an imprint of the damage on the base of the coin, which is FLAT and does ADD to the letters and number size or thickness. The pictures are very difficult to tell if that's what it is, but I am thinking I see that damage on the WE. If so, this is far from a DDO, more like a soon to be rotten zinc cent.

It is die wear. All the devices that face the rim are affected this way. As the die ages it starts die flow to the rim and it isn't pretty as the die ages.
