I had an occasion to look at my set, purchased in 1967. (the set with the $20 gold coin) The copper and silver coins are a mess. Can anything be done to restore the luster to them?

Unfortunately if you clean you'll kill the luster.Unless you polish them, in which case you'll have....
The original case material can be hard on these sets.

The worst part of the 1967 sets, was the white set holder, seems what ever the material was made of, toned the coins almost black. We hear you pain on the coins, lovely coins with ugly toning.

I wouldn't do anything with them.

That set was my first mint order. I placed a clear sheet of plastic over all to separate the coins from the white upper backing. I pulled the cent out and wrapped it in a separate sheet to keep it from touching the inner dark surface also. The cent still went dark and spotted.

The nicest specimen coins I have ever seen from that set were the ones that collectors pulled out and put into the old screw-type capital holders. Such a move was criticized at the time by the purists, but that is how some of the older specimen and PL sets, especially the 1-cent coins, survived. It took me FOREVER to find a specimen 1973 1-cent, that had been preserved that way...

I've been there. It really breaks your heart to find coins damaged like that.

Here's a silver medallion PL set protected as described by SPP.

Mine are the opposite. The set with the $20 gold coin shows some tarnish, especially on the quarter, but not much. The coins of the medallion set are virtually unrecognizable.

My set has been in a Capital holder since shortly after it was received in 1967. I have tried to get a photo, but the plastic is highly reflective. The 10 cent piece is somewhat tarnished, but the others are still brilliant.
