The 1922 cent was only made at Denver but some of the dies were over-polished and the mint mark strike was very weak. On some coins it was so bad that no mint mark was visible at all, these are rare and valuable. for that reason some coins have had the "D" mint mark removed to simulate the valuable real coin. If this is a real "Weak D" or "No D" coin it could be valuable. While the pics posted are of no real use to make that determination, if you think it may be real then it could be sent to a grader for verification.

It appears to be a 22. There also appears to be something in the mintmark area below the date so it is a 22 D with possibly a weak D.

 from the new pics it doesn't look like a 22 at all, it definitely looks like a 23 or possibly a 28, that would explain the no d and why it looks like another number under the "2"..

Too bad, it appears someone has tried to clean it. The older coins tend to turn a dark brown. I agree, its probably a "3" since I see what I believe is the top inner curl of the 3, vice a closed loop of an "8". The coin probably has a die chip / a partially filled cavity of the 3 or some severe damage on the "3" itself. Looks to be in Good condition, but the cleaning may have made this coin's value drop significantly. An uncleaned 1923 could have fetched about 1-3 bucks in Good to Very Good condition for some one that was seriously looking to fill a void. I don't know of any 1920's over dates but http://www.coppercoins.com may be your best bet researching the year for any significant errors. Click the variety search link to the top left. From there read the instructions on next page, slap in a year, check Philadelphia and click go.

Looks to be a 1923 for sure. What may be making it look odd is there might be a die chip in the lower curl of the 3.

Yeah definitely a 1923. If it is a die chip (and not a fake) it is a very conveniently located die chip...
