Not die clashes.
"Dipping" is not considered cleaning...

Looks like gas bubbles. Die clashes would only show on the feilds of the coin.

yes it looks like gas bubbles thanks middross it does not react the same as some others I have seen but that's the only explanation for this

Die clashes are an outline or an impression from the opposite side. For a great example, 1859 large cent with Queen Victoria's portrait is outlined really well on the reverse. This cent pictured here looks like gas bubbles.

eddio, if you have a few more like this, get out the tools and start scraping and scratching. Let us know what you find.
