Ngc: How To Get A Variety Designation On World Coins?

Recently I submitted my Newfoundland $2 gold set to NGC. This set contains two coins dated 1870 with different obverses known as Obverse 1 and Obverse 2. For both of these coins I chose the "Variety Plus" option under the World Coin heading and waited for the results. Two weeks later I receive my set with no variety designation for the 1870s. On the order form someone had written "No VP on World".

If there is "No VP on World", then why is ebay flush with kopeks, rupees and whatever else in NGC holders with all sorts of variety information? Why is "Variety Plus" an option on the World Coin services list? It's irritating that this is not made clear.

On their website, NGC claims to only do Chinese and Philippine issues.
