Yes, I have found that elusive coin struck with a circulation finish at the West Point Mint:
West-Point-Mint-Business-Strike

Okay, I was being tricky. It's not that 1996-W dime, but a Panamanian coin (which are struck in the United States or, more recently, Canada) from West Point... pretty nice colour, though!

I thought these were struck at san Francisco?

Proof coins were struck in San Francisco.
Circulation coins were struck by Franklin Mint or West Point.
