1995 Penny - Collar Or Rim Error?

Three pictures of a 1995 found this morning. I think it might be a partial collar error. Note the weakness of the "95" "LIB" and the "IN G". This weakness appears to be concentrated in a faint "halo" around the outer edge of the coin. The rim has a split in it from approx 11:00 to 2:00) and appears to be taller than normal (like a partial collar error, I believe). I figured the weakness is too spread out to be Struck Through Grease, plus the minor halo is concurrent with much of the weakness. Thoughts?

A partial collar affect the rim area. AKA rail road rim:

I do see a struck through error (grease) on the obverse.
I've seen that before on the rim area. But I don't know what it is called? I've never save a coin for that. I watch for the opposite thing. The die attrition coins. I've found one. But they are interesting.

Note how it looks like your coin, but the cause is entirely a different thing. On the die attrition coins the edge of the die is worn away because of a out of alignment of the die. The devices are now closer in one area and normal on the rest of the coin. They get even stronger if the misalignment is not corrected.

Take a second look now at the 1992 cent image I posted and you will see this starting to happen on the die that struck this coin.
