I've asked the Mods to move this post to the Tokens & Medals area where it would be exposed to more collectors of these pieces.

That said, what you have is a privately-struck medal and not a coin. Medals can be issued by anyone and often do not get catalogued the way all coins do.

I did find a reference to the medal that indicates it was "Assembled by the Department of Veterans Affairs - Medical Center, Dallas, Texas." It appears that the medal was just over 1/4 ounce of 0.9995 fine silver. The examples I saw were struck as proofs; your piece appears to be either an impaired proof or a circulation strike.

The original card that the medal came in included the following text: "Operation Desert Storm 1991 - They fought for freedom for 44 days and changed the course of history."

Each package featured a Registration Number; I don't know how many were made, however.

Firstly to CFF! And looks like an art round or medal. Likely issued by a miscellaneous mint.
