Lots of ways to tone a coin. This one looks chemically toned, heat will do it too. Not an error IMO.

I metal detect in water and find these often, the rainbow seems to be strong on the new clad pennies 97 and up. I've found some pre date pennies with nice rainbow as well, but not as strong a tone.
