I was wondering if the "full steps" designation adds value to a common coin, or just extra value to an already valuable one. and does it need to have the sides steps full, or just the center set.

It does for me...I pay/trade more for FS coins for my nickel book. Per NGC site: "Starting February 16, 2004 Numismatic Guaranty Corporation will begin labeling Full Step Jefferson nickels as either 5FS or 6FS, based on the number of complete steps visible. Jefferson nickels are often weakly struck on the steps of Monticello, and coins that are sharp in this portion of the design are prized by series specialists."

The FS designation adds value to all of the coins not just the keys or rarer dates up into the early 90's ,,after that most of the nickels will have full steps and even though they are considered for the designation the premium is very low.

The center steps are the steps used for the FS criteria.

At every coin show I go to the dealers will always point out that the Nickel has full steps and that is why the price is up there.
