1964 Canada Cent - Small "4"

I curious about this coin, the "4" in 1964 is much smaller than the others I looked at this weekend but I don't see it listed anywhere as a variation. I have compared it to the others and it is definately smaller without magnification.

I haven't heard of this variety before. Possibly a partially-filled die?

Sorry, I don't know much about partially filled dies, perhaps if someone could explain how the numbers are punched in to the original working dies it may help explain.

I did look at 50-100 1964 cents on the weekend and this was the only one that had a small "4".

take it out of the holder and take a new picture of it and a comparison picture of the larger 4 please!
