I see the faint yet visible characters of DN A on the obverse, so Arcadius it is. With SALVS REIPVBLICAE reverse. Mintmark is gone unfortunately but its a safe bet its from an eastern mint like Cyzicus or Heraclea.

I agree, definitely Arcadius (the legend is readable as arcadius). Reverse is indeed SALVS REIP- . I couldnt really hepl with the mint, but try comparing with the images on Tesorillo and you'll be able to pin it down, at least roughly.
