It's easy to take a photo of a proof so that it looks like a non-proof BU coin, and harder but possible to make a BU look like a proof. Photos of impaired proofs frequently look like circulation issues. I would normally look for uniformity of a glossy or mirror finish in the field. This does not look like a proof to me.
