The Red Book gives the mintage of the 1875-CC 20-Cent coin as 133,290.

I can only assume that 133,289 would grade higher than the one currently for sale.

Maybe an MS-67 if you start at 70 and subtract a quarter of a grade point per scratch. Also, in the stats it says it was graded by ANACS.
