I could make out a few letters with relative certainty. There are a few more that I could make out, but I wasn't entirely sure about them.  The style of the 3 may also be helpful for identification, as most coins tend to use the round-topped three.

A BHNC member commented it MAY be wax residue from a leather pouch it MAY have been kept in. That its known for this waxy build up to turn this same "greenish" color over time. I commented I've had this coin for more than 25 years with the same green build up, and since there was no progression of damage, many on the site agreed that it was most likely wax build up.

I'm proud to say I actually bought this beautiful 1863 Indian Head cent. It was part of a two coin lot that I bought for the other coin. I paid 99 cents plus $2.54 shipping.

Ha! The seller writes "Wake up all you note Docs," like someone would be able to repair those notes. Those notes are DOA and need an undertaker, not a doctor.

Just curious. If you bought those and took the pieces to a bank as damaged notes, could you exchange them for new bills?

Not a bank, but the BEP does redemptions. There is a threshold where they give 100%. Past that it's proportional. Check the BEP site.
