You notice a gray spot next to each white spot. The gray spot is where the white spot is on the other side. So it doesn't appear to be a hole. But there is definitely a chunk out of the coin.
Looks like a holed coin that has been plugged. Since this is almost as bad as an unplugged hole (although some plugs are very well done), nobody would want to include it in a modern counterfeit. And if it's silver, it's probably not a contemporary counterfeit. Nice
