I'm pleased to see someone focusing on perceived notching as opposed to just separation lines. While what you see on the upper bar of the E looks promising, there is a lack of continuity with the other areas you are pointing to. A class 2, 5 or 1 are the most likely to produce a notch on the E in that area. If it is a notch, it's rather large and centralized for there not to be similar notches on almost all of the SE serifs throughout ONE CENT with some separation lines and extra thickness. The shape is also a little off for a notch. I am leaning toward being some coincidental dings. A few more photos might prompt me to suggest an in hand examination to double check.

soa few more pix the C notching was what threw me into a rush, in hand its noticeable without magnification

ok I see the notching on all E's ans C's most prominent at the tops, pretty deep i'll have pictures in 10 minutes after my coffee

It is interesting. I do see Machine Doubling on the bottom of the devices. I really do not see any extra thickening but I do see something going on that look like split serifs. The die also looks fatigued. So basically I am saying I don't know....lol
