I have never heard of this before. What is a sample slab?

I think pcgs handed these out as a promotional gimmick

Sample slabs are given away by TPGs at coin shows as a promotional item and to advertise new slab designs/services. Your example shown is a PCGS sample for the Secure Plus slab, designated by the gold shield on the label and not so coincidentally containing a Lincoln Shield cent.

It also shows off the latest label with the graduated blue to white background. Their first Secure Shield sample slab had the solid blue background label. The TPG's have putting out sample slabs since the late 80's. A large variety of them can be seen on the late Cameron Kiefer's website http://www.sampleslabs.com
