The overprinting of the seal, signatures, year and serials is low. It doesn't interfere with anything, except that the right signature is nearly overwriting the "Secretary of the Treasury" text. Is it within tolerance?

I don't know, but I would guess that if the signature is blocking part of the title, there might be some premium.

I am more into coins, so I will see what others say.
