It's a nice coin, which fortunately helps us study the details easier. 
I'm not so familiar with Mexico coins/varieties...but it looks to me the legends and date mave have been repunched/retooled. The first "A" in MEXICANA is strongly doubled w/o the surrounding letters--so maybe it was repunched independtly? The date is interesting...it doesn't look like a typical repunched date I'm used to. It almost looks like they tried to strengthen the last two digits--see the doubled oval and the lower leg of the 9? It looks like detailes were added. But the 3 is much more dramatic. It actually appears it was both repunched at a different position, and then they went in and engraved areas to be stronger, such as the upper right shoulder of the 3 (arrow). Sometimes when a digit punch is broken, die makers will add details by hand. That's just one guess!
