My Dad took a trip to Washington, D.C. around 1973 or so. He distinctly recalls seeing dumpster size bins of brand new LMCs. I know the BEP does not make coins, but is it possible that it was a distrbution center for pennies at this time? Is this possible or did my Dad remember wrong?

I'm pretty sure that the BEP only deals with paper money.
