So back when I was trying to get all of the proof sets between 1968 and 1998 I bought this proof set. When I got home to check it I noticed that the penny had discoloration. The case doesn't appear to be have tampered with.

They can change color in sets. They don't add value to them. I just found a 1964 proof cent that was in the mint cello and it was toned on just one area of the coin. It may have been affected by the sealing process. It tuned blue in that area. The planchet on your coin may have had contact before it was punched/struck/loaded in to the holder.

Coop talking about mint set ickys..i have a 71 mint set the penny got caught in the cello sealing machine The worker must have closed the machine reopened it and moved the penny and then resealed it is my guess... Forensic Coin Investigations hahaha should be a tv show somewhere!
