I've looked with black light and held it up to normal light and don't see any smudge or any out of the ordinary. How do I test this for fake? Is it worth the time?

Interesting. I would think it should carry a premium. Doesn't look like a counterfeit either. Lets see what others have to say.

I can think of two reasons:
1. I believe the pens leave a permanent mark on the bill, which would affect value.
2. All the pens tell you is whether the paper is high grade or not. If a counterfeit is printed on cotton-fiber, starch-free paper instead of standard printer or photocopier paper, the pen will indicate that it is "real".

Hard to believe a counterfeiter would make that mistake, or even bother with a one dollar bill.

Did you just find this in the wild or was it sitting around somewhere?
