Can we get a picture of the reverse? I'm not entirely sure what this is supposed to be, but judging by the square-ish truncation on the bust, I'm assuming it's a 3 Shillings bank token.

I'm not sure whether these are supposed to have a plain or reeded edge, but assuming it's real, I'd put the grade around gVF-aEF. Seems to have been cleaned rather harshly, which hurts the value. I'm not quite sure what that value would be though.

It looks like the obverse of an eighteen pence bank token 2nd bust.
Cleaned
2nd bust was 1812-1816 and catalogue £14 in F £25 in VF.
Probably worth £10-£15 or maybe more to an ebay mug.

My Krause catalog says:

Irish 10 Pence Token:
VF: $25
EF: $50

So given the cleaning you're probably looking at a $20 (USD) coin at best.
