All right! My verdict on both, though, is "not cleaned"... my pictures always make coins' surfaces look worse, but these have that special "XF toning" that doesn't appear on the highest points or inside the lettering - I think this is usually a good sign.

The Saxony one is definitely nicer. Choice XF for Saxony and Choice VF/Weak XF for the Prussian one. I can try to get a more accurate guess later when I compare it to my examples.

Edit: If I have to settle on a number I'm saying 35 on Prussia and 45 on Saxony. The fact that the cross on the bottom of the wreath has little to no detail left is probably the most distinct difference between the two reverse. Everything else just has slightly more wear on the Prussian.
