That is Machine Doubling. On proof coins they are struck more than once. The die moved a little during the strike. Note how the areas you think as a doubled die, it flat shelf like. On AMERICA you can see where the Machine Doubling reduces the devices. On hub doubling the devices are enlarged. Don't give up, just keep looking and learning. When you find one you will know it for sure.
