Before the obverse die was "fixed" making the 3 legged variety, did many of the "non-fixed" varieties circulate?

With a mintage of almost 18 million you can bet they saw a lot of circulation. That said PCGS alone has several thousand non 3 leggers graded in high MS. Its common in either condition through MS 66.
