Received this penny in change today. The obverse also looks like it is chipping and cracking. The reverse looks like some places are doubled. Was wondering if this is a lamination error. Thanks for your time.

Machine Doubling (MD) as far as lamination, I would say no, there was something spilled or painted onto this coin and that material is falling away. For future reference, please post full front (OBV) and back (REV) pictures of the coin.
