Being a newbie to coin collecting I was wondering what grading could be assumed that a coin would have when you order directly from the Canadian Mint and receive the coin in it's clam case and inside it's plastic holder . Thanks for the assistance .

Circulation coins do not come packaged as you describe. IMO grading of mint sealed giftware is pointless.
If the coin you received doesn't meet your expectations, send it back.
"Dipping" is not considered cleaning...

But I was wondering what grade does a coin directly from the mint have as it is when you receive it .

check out this site. They commission coins from the mint and when they get them they slab a bunch of them. Grades range'

Generally if you commissioned a coin your allowed half mintage, in this case 3750, would be interesting to see how many graded 70 came from this production run.
