I don't follow the market for printing errors, so I'm a poor one to give advice in this instance. Since I'm not into errors, I wouldn't pay that much for this bill, but, heck, you can't make your decisions based on what I like.

I also can't speak to the authenticity of the "ghost" seal. Someone else with more knowledge will likely come along to give you advice.

it's definitely possible it could be an example of an offset error. also known as "wet-ink transfer" errors, offset errors happen when wet notes come into contact with others. the most likely times for this to happen is when the notes are stacked, and the back of one note gets imprinted on the front of another. or vice-versa. looking at the e-bay image, you can see an "11" and a mirrored image of the treasury seal. now...imagine the weird angle the other note had to be in to produce the image on this one.

Someone forcefully transferred the seal from another note onto this one. This is not an error, but rather post BEP damage. Under no circumstances that I know of, could a bill get this effect at the BEP.

Google for offsets and you'll see that they appear on the opposite side of the note.
