Damaged during handling or packaging. I don't think the damage occurred during the minting process.

At first glance I totally agree with everyone. But upon closer inspection I have a question.
First notice the damage on the opposite side of the coin on the collar. This coin appears to have collar damage.
Question: If something was stuck in the collar die wouldn't the greatest pressure be on the opposite side, similar to that of a clip.
