You might look online for JUST the COA for this item, if it truly appears genuine - those are available also. Might be easier than fighting the seller on ebay over it -

The first step is always to politely contact the seller and explain the problem. Ask if they still have the COA kicking around and can send it to you. The seller is quite new to ebay so probably doesn't know the nuances of phrases like "new original" and the importance of COAs. If you are willing to accept a partial refund as compensation then don't mention that in the first message; wait for the response and then offer that as another solution if they won't/can't send you the COA. If they don't respond or don't agree to either of these solutions then just open an Item not as Described case. The fact the listing says 'all sales are final' is meaningless in this case so don't worry about it. Yes, you will need to return the set and yes you will need to pay the return shipping. With tracking is recommended so the seller can't claim they didn't receive it. Once they receive it they should issue you a refund or Paypal will issue one for them once the time limit expires. Note however that this last option can be a bit expensive relative to the cost of the item so if you get to this point (buyer is unresponsive or won't compensate you) then you can just leave negative feedback and move on as @zookr suggested.
