Are you in the states? I understood that first class international has tracking. It's how 90% of the coins I buy from the US come. In 700 purchases & sales combined I only had 2 coins not arrive. Now 90% of these coins were sent letter mail. The 1 sale that was claimed not received I believe was a scam. As sometimes I put the incorrect postage on the envelope, the coin Is returned to me for more postage. So I know return address works. I also put packing taping all around the border to strengthen from machine tears. The first 3 months I started buying, I had 2 envelope arrive with tiny year in bottom corner and no coin. The coin never arrived, but the envelop sure did. Lucky for me they were cheap coins, so I never bothered the seller.

I should've asked about the tracking, but my post office is rather ridiculous and unhelpful--it's like pulling teeth.
The seller still hasn't received the coin--or so they say--I've written this off as a learning experience.

Well paypal rules override the sellers. You have 45 days for a return (I think, its been a while) according to paypal. But with no tracking I would be hard to prove you sent it.

The final word--the coin was logged as returned, and a refund was issued.

I have never had an international problem, but I choose the countries carefully. Canada is one place I sell to. My feeling is the one coin lost is paid by all the bids I would lose for high shipping. Sometimes, a Canadian bids second highest, and pushes final price $5. I welcome Canadians, as well as those from most of western Europe and Australia. I have had a couple of U. S. shipping problems.
