PCGS Strike Grading In Terms Of Australian Coins

Hey everyone
Just got a quick question in terms of PCGS grading and strike. On their grading standards table here

For MS65 they state that a coin must have an above average strike is that definitive as in MS65 graded Australian coins have above average strike full stop or will they give it an ms65 if the surfaces are 66 and the strike is 64. Sorry if it sounds silly but I am still learning about the way PCGS works.

P.s. I think I have been told this is one of the reasons why Australian copper is very hard to find in 65 by Belly but can't remember exactly what it was or if I have had to little sleep lol

I am pretty sure that if the strike isn't above average the coin wont be graded at 65 or higher regardless of the surface condition.

It's one of the reasons Perth copper is hard in MS65, it's far harder to get MS65 surfaces in Perth copper though. The hardest part is that you need both MS65 surfaces and an MS65 strike to make MS65. Other than those and a few later Sydney mint strikes, almost all other Australian coins are struck to an MS65 level.
