depends on how much it's been dipped. Obviously the dipping didn't peel off the luster in this case, so they consider it acceptable. The only reason I guess it has been dipped is by how white the coin is, not that there is anything wrong with the surfaces. It could be that it was stored very well over the last 100 years, but that is doubtful. Most of the blast white mint state graded Morgans you see I believe have been dipped too.
