hi I was wondering what caused this to the coin or if this is an example of toning any help would be much appreciated .

no expert here but looks to be dirty or a lamination issue. I see no toning

What area looks toned to you? I know it's hard to capture toning in a pic. It looks like a harshly cleaned coin as of right now with this pic. John1

Looks like someone gave it an acid bath to " get rid " of toning.

Question please  between the 9 and the 6 in the date... Is that a little hint of a lamination issue?

Looks like a coin that had been overdipped (porous surfaces) and left to die a slow death. I have a counterstamped Half Cent that accidentally got beer spilled on it and it looks cleaned / discolored where the beer hit it. There are "circulated cameo" coins where the coin is dark but the high points area lighter color. This coins does not exhibit those details.

sorry thats what I meant is this a laminating issue or caused from damaging the coin ? or why does the coin look like this ?
