This looks like AU to me as there is some luster in hand, but the issue is with the reverse.

It has a well defined full horn and a bulging eyeball, but that streak across it is disconcerting top say the least.

Would Acetone help this?

It looks like something I've seen on coins that were in an older coin album (no reverse side window).
And I suspect it's not something that can be removed without altering the coin's surfaces.

I would try acetone and let it go at that no matter the results.

That sounds probable, as all my coins come from my grandmother and if it wasn't in a roll or tube it was in a 1950 era whitman folder.

Grade?

Another possibility is an anomaly in the alloy, making some areas more susceptible to toning than others. I lean strongly towards "leave it alone."

I have coins with very old tape marks on them and this isn't that. Pretty sure Kanga is spot on because this coin, and all of the other ones I've posted in CCF including my 1856 FE , were in Whitman folders from the 1950's until I liberated them into 2x2's in the early 80'S.

The streaks on the reverse look more like charcoal or old lead pencil smudges in person. The color in my cell phone photos are uniformly awful, someday I'll upgrade to a real setup...

EF-45 and I agree, anomaly in the alloy same as with "woodie" Lincolns.
