Okay, so I got this coin off of ebay, and I appears to have been doctored a bit to hide something. There are unnatural parallel lines on the top left quadrant of the coin. I have never had something like this before, so how does it affect the value. The coverup marks aren't visible in the listing picture, and there is no mention of it in the description. Should I return it?

From the images, it appears likely that the coin was cleaned (and damaged) via a physical wiping of its surfaces (vs. dipping in a solution to remove toning).

To many collectors, such a cleaned coin is undesirable and worth notably less than a "natural" coin.

If you can, I would contact the seller and try to return it. If they balk, you could go through ebay's "Buyer Protection" service and indicate that the damage was not part of the coin's listing.

Looks like someone tried to clean a mark or a toning spot off.

Fully concur that the coin reverse has been harshly cleaned by means of a physical wipe ...

This is a rather common USA commemorative example ... my suggestion is to return it to the seller and acquire an example with original surfaces.
