Why is this 1984 penny so much shinier than the rest. The other pennies are about 1975-1983....could it be a proof or just a lightly handled 84 penny.

Just doesn't have the usage the others do. Its not a proof though. The proofs have a reflective field on them

Proofs in 1984 have an "S" mint mark

It is actually pretty common to get almost new looking cents in change since cents really do not circulate much. They tend to come from the bank, be given out as change once at a store, tossed in a jar, sit in a jar for long periods (months, years, decades) and eventually cashed in at a bank or CoinStar kiosk.

I have occasionally found coins from the early 60's and 70's that look like they could have been minted last week.

when a copper penny is not circulated much, it has a red original color. After it is worn during circulation, the color turns to brown. So it is just a circulated penny retaining some of the lust in your photo. As other pointed out, 1984's proofs should have a S mint mark and mirror-like reflective surface. If you found one without the S mark, you either have a mistake or score big. Most likely you are mistaken.

I've found a couple of 60s to 80s new looking pennies before. I always keep them just because they look like new.
