Rob - the 1964 looks to be post-mint damage that generally has the tell-tale signs of a witness mark opposite the damage site on the other side of the coin. The issue with the 1988 has something to do with the planchet when in the coining press. I've seen it a lot with pennies from 1984 through 1988 and often wondered what it was we were looking at. Given these are copper-zinc planchets, the 'quality' doesn't seem to be there.
