Difficult...
America would not have been discovered if there was not a ship finding out about it. It has to be a sea-worthy emperor with naval experience. There are 3 emperors specifically known.
I guess Carausias, because he was made emperor by legions of Brittanica, and apart from the position of governor he was also an naval officer. And wasn't there a while that Jamestown was situated in New Brittannica?

I'm not going to give hints yet, but there is no connection between the Roman emperors and the Jamestown settlement.
