Lincoln 1970-D Cent Off Center Strike Error

I got this today I think I might of paid too much but I wanted it?

What would be a fmv for this coin?

In general how do you grade or label Off Center Strike Error by percentage off by? And how do you gauge that?

It is an older example and it shows the date. Maybe in the $15 dollar or up range. Depending on how bad someone wanted it. I know of a collector on this forum that is collecting them by year. I would put it in a new 2X2. That would help to keep it better. The rust on the staples may turn the coin.
