The markings underneath the number 10, does this represent the date of mintage? Thanks!

Yes. They are both Japanese (not Chinese), 10 yen. The year on the left is Year 27 of Emperor Hirohito's reign, 1952. The year on the right is Year 63 of Emperor Hirohito's reign, 1988. In 1989 he died and coins from 1990 are marked Year 1 of Emperor Akihito's reign. Each Japanese emperor has an "era" named after him, which is used on coins and for posthumous naming. Hirohito's era was the Shouwa era, and so what these coins really say is "Shouwa Year 27" and "Shouwa Year 63". While he was alive he would be addressed as "Emperor Hirohito", his actual name, but after his death he would be called "the Shouwa Emperor". The current Emperor of Japan is Emperor Akihito and his era is the Heisei era.

Also the coin on the left has a different edge to the coin on the right and considered a different coin. I looked for coins like this when I was in Japan but found none, though I hear you can find them at times.

augsburger, I did notice the difference in the reed edging, not sure why they would do that would people shave the copper off?
