Its actually a pretty nice steel cent I wouldnt say it suffers from much more than die wear and that very moderate as well IMO

I agree with die wear. But it appears the coin has been reprocessed. It shouldn't have the shiny look. When a coin is reprocessed the imperfections stand out like a sore thumb. Zinc makes the coin dull in appearance.

I agree, too shiny. It should have a dull gray look to it.

They are only dull when they are oxidized. There are many, many "shiny" 43s out there. Some with beautiful light blue toning. It looks right to me. Reprocessed coins usually have a "chromed" look where they are reflective. It looks like a standard plating "shadow" to me. However; there are several very subtle RPMs that can only be seen with higher magnification/resolution.
