I believe that this coin is clipped but I do not see the Blaskey Effect, directly across on the other side of the coin, so is there any other way to confirm?

It is not an incomplete(clipped) planchet error. Notice the angled parallel striations- that is an indicator of mechanical grinding which most likely occurred long ago.
