That's what I came to say Judd 312. Looks to be proof 65/66 BN I had one just like it some time ago. Super cool piece!
Longacre was still using the Small Motto letters and curving the word Cents on the reverse, the motto had not been finished at this point, I actually like this design a little better than the one the Mint ended up using, though the curve of cents is a bit extreme. The smaller motto lettering looks much cleaner to me.
