I have never seen one of these. Would like to know if it is rare and if it carries much of a premium over other steel pennies.

This looks like a strike through, as far as I know there's not much of a premium but I would keep it, to the right person I think you could get a couple bucks over the regular price. But still, excellent find!

Are you referring to the strike through on the date or the steel cent. Like John1 said strike through is common and all 1943 cents were supposed to be made of steel, if by chance you ever find a 1943 LWC made of copper then you have a very valuable coin. Which is more valuable, 1943 copper or 1944 steel?

The coin has been reprocessed. This is seen with the missing 4 a lot this year. Steel dies, steel planchets. That was hard on the dies. There was also a problem with die clashes on that year. They are more common possibly because of the roughness of the zinc on the planchets.
